Reformasi konstitusi UUD 1945 merupakan momentum reformasi tata kelola negara dan pemerintahan menuju yang lebih baik dimulai dari reposisi fungsi lembaga-lembaga negara utama seperti Presiden, DPR, MPR, DPD, serta MA dan MK dalam pilar kekuasaan negara sebagaimana disebutkan dalam teori Trias Politica Montesquieu, yakni legislatif, eksekutif dan yudikatif dalam rangka mendukung penguatan sistem pemerintahan presidensial khususnya hubungan antara Presiden dan DPR ada dalam keseimbangan check and balances dan menghilangkan kesan executive heavy maupun legislative heavy. Penguatan kelembagaan lembaga-lembaga tinggi negara adalah konsekuensi logis untuk mewujudkan negara kesatuan republik Indonesia sebagai negara hukum yang demokratis atau negara demokratis yang konstitusional.

Abstract
The constitutional reform of the 1945 Constitution is a momentum for reform of state governance and government towards a better one starting from the repositioning of the functions of key state institutions such as the President, DPR, MPR, DPD, and MA and MK in the pillars of state power as stated in the theory of Trias Politica Montesquieu, namely the legislature, executive and judiciary in order to support the strengthening of the presidential government system, especially the relationship between the President and the DPR is in a balance of checks and balances and eliminates the impression of executive heavy and legislative heavy. Institutional strengthening of high state institutions is a logical consequence for realizing the unitary state of the Republic of Indonesia as a democratic legal state or a constitutional democratic state.
